The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system, improving programming, and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
The GIS Expert will lead the creation of agricultural sample frames, produce high quality agricultural and pastoral maps, support Enumerators Area boundary development, contribute to sampling design, build digital map tools for field teams, and develop SNBS staff capacity in GIS and spatial analysis. The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Master’s degree in GIS, Geometrics, Remote Sensing, Geography, or a related field.
- A minimum of 8 years of experience in GIS or remote sensing is required
- Experience in spatial classification and land cover mapping and land use.
- Experience to train and mentor national staff.
Reporting
- Regular progress updates, technical briefs, and documentation will be prepared for SNBS management, and the project implement unit.
- All the GIS processes, datasets, and decisions will be well documented and shared with SNBS.
he assignment is estimated to last 12 Months.
