The Federal Government of Somalia -FGS, through the Somalia National Bureau of Statistics -SNBS, has received financing from the World Bank toward the implementation of Somali Integrated Statistics and Economic Capacity Building -SISECB Project.
The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. Specifically, the project aims at: -1 Strengthening the national statistics system; -2 Strengthening monitoring and evaluation capacity; and -3 Building economic policy analysis and economic planning capacity.
Given the scale and importance of these activities, the SNBS plans to engage a highly experienced consulting firm with a proven track record in executing household surveys, preferably in Fragile and Conflict-Affected Situations, to ensure operational excellence, data integrity, and adherence to internationally recommended methodological standards and best practice.
The primary objective of this consultancy is to support the Somalia National Bureau of Statistics (SNBS) in ensuring the successful implementation of the Somalia Integrated Household Budget Survey 2026/2027 beginning in September 2026, and to to provide logistical, administrative support to the Bureau. A core objective of this round is for the SNBS to directly supervise, lead, and manage every phase of the operation. The SNBS now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows:
- Core business of the firm and years in business
- Experience of conducting similar assignments (A minimum of five (5) years of verifiable experience in the design, and implementation of large-scale household surveys, including at least one (1) survey of comparable scope and complexity (e.g., Labor Force Survey, Household Income and Expenditure Survey, Household Budget Survey or Survey of Living Conditions).
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
