The Federal Government of Somalia -FGS, through the Somalia National Bureau of Statistics -SNBS, has received financing from the World Bank toward the implementation of Somali Integrated Statistics and Economic Capacity Building -SISECB Project.

The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. Specifically, the project aims at: -1 Strengthening the national statistics system; -2 Strengthening monitoring and evaluation capacity; and -3 Building economic policy analysis and economic planning capacity. The proposed project will be funded jointly by the World Bank and other development partners.

The Economic and Social Labs for prioritized sectors would be set up to provide a holistic platform for the Federal Government of Somalia, relevant stakeholders, and Development Partners to collaboratively resolve existing roadblocks to implementing the much-needed reforms. The Lab approach is a proven methodology that will allow different stakeholders to discuss the best approaches to cover the most in need and come up with detailed implementation plans to ensure fast and impactful delivery of FGS’s structural reform in the sector. The Lab is expected to address issues and recommendations raised by project owners, Development Partners, and Civil Society, enabling greater coordination, transparency, accountability, and impact of the reform.

To achieve these objectives, the NTP requires comprehensive planning and execution, ensuring the involvement and alignment of various stakeholders, regularly tracking progress and addressing issues proactively, and maintaining open channels of communication with the public to build trust and accountability. The SNBS now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows:

  1. Core business of the firm and at least 10 years in business (general experience in project management, economic development, monitoring and evaluation etc).
  2. Experience of conducting similar assignments (at least 8 years’ experience in delivery of similar assignments (a) in economic planning, governance reforms, social and human capital development, and environmental sustainability including for development institutions; (b) Knowledge of the relevant Government procedures and regulations and permitting processes; (c ) Proficiency in utilizing the labs approach or other structured problem-solving methodologies for strategic planning and implementation
  3. Experience of relevant services in an environment similar to that of Somalia; and
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
