Background

The United Nations set the framework of Sustainable Development Goals as Goals, Targets and Indicators to achieve the 2030 Agenda for Sustainable Development adopted by member countries. All stakeholders around the World try their best to achieve the Agenda, especially National Statistical Offices take a role related to the indicators by providing timely

and accurate data to custodian agencies. To fulfil these requirements National Statistical Bureue have attained setting up a National Reporting Platform( Goal Tracker 2.0) which is an open  Platform, Anyone can access and reuse for national plannings.

In 2022, Somalia presented its first Voluntary National Review (VNR), reaffirming its commitment to the Sustainable Development Goals (SDGs). After seven years of implementing the 2030 Agenda, our efforts led to a 41.7% per cent coverage of overall SDG indicators. Of the Tier 1 indicators, there is currently a data coverage of 54.4 % of all applicable indicators. The current data coverage of Tier 2 indicators only stands at 21.4 %. As we approach the Second VNR scheduled for 2025, our goal is to achieve 100% coverage for Tier 1 SDG indicators and 50% for Tier 2 indicators. To accomplish this ambitious objective, we seek collaboration with various UN agencies as custodians of specific SDGs.

In 2023, SNBS carried out a rapid assessment of the feasibility of filling current Tier 1 data gaps based on a methodology developed by the UN Statistics Division (UNSD) in 2018. A score was assigned to each global indicator with regards to its availability and feasibility in a 3–5-year period. The score for each indicator was influenced mainly by two factors: the current and potential statistical capacity of the country in tracking such indicators; and the availability and dependency of external resources to produce the indicators.

To achieve evidence-based planning and improve statistical performance, qualified Data Analysts are essential. They will process, clean, and analyze data across priority sectors, generating insights that inform national reporting, policy design, and monitoring frameworks. Their expertise will support the production of timely, credible, and policy-relevant statistics.

Objectives

Filling the data gaps it is crucial to prepare the second Voluntary National Review to make possible the sharing of experiences, including successes, challenges, and lessons learned, to accelerate the implementation of the 2030 Agenda.

They are most meaningful when they involve an inclusive, participatory, transparent, and thorough review process at the national and sub-national levels, are evidence-based, produce tangible lessons and solutions, and are followed by concrete action and collaboration that drives SDG implementation. Consequently, based on that, SNBS seeks the services of experts to implement the process of in-depth reviews and serve as a Data Analyst Assistance to analyze the SDG data.

Roles and Responsibilities Include

  • Map the all SDGs with available indicators, indicators with data available, and the coverage.
  • Collect the missing data in the SDG template prepared by the SNBS team.
  • Using automated tools to extract data from primary and secondary sources.
  • Removing corrupted data and fixing coding errors and related problems.
  • Developing and maintaining databases, data systems – reorganizing data in a readable format.
  • Performing analysis to assess quality and meaning of data.
  • Filter Data by reviewing reports and performance indicators to identify and correct code problems.
  • Using statistical tools to identify, analyze, and interpret patterns and trends in SDG data sets that could be helpful for the diagnosis and prediction.
  • Analyzing the national data and produce reliable data.
  • Preparing reports for the management stating trends, patterns, and predictions using relevant data.
  • Preparing final analysis reports for the stakeholders to understand the SDG data, enabling them to take important decisions based on various facts and trends.
  • Train the government institutions in data analysis.
  • Review the available data and correct the indicators if any.
  • Help the report writer to interprete the tables.

Required Skills and Experience

Education:

Advanced university degree (Master’s degree or equivalent) in Statistics, Demography, Economics, Development studies, or a related field.

Experience:

  • Strong statistical skills to help collect, measure, organize and analyze data
    • Knowledge of programming languages like QL, Oracle, R, MATLAB, and Python.
    • Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
    • Proficiency in statistics and statistical packages like Excel, SPSS, SAS to be used for data set analyzing.
    • Knowledge of data visualization software like Tableau.
    • Knowledge of how to create and apply the most accurate algorithms to datasets in order to find solutions.
    • Problem-solving skills.
    • Accuracy and attention to detail.
    • Adept at queries, writing reports, and making presentations.
  • Team-working skills.
    • Verbal and Written communication skills.
    • Proven working experience in data analysis.

Language:

Excellent written and spoken English, with knowledge of local languages being and advantage.

Scope of Price Proposal and Schedule of Payments

The maximum number of working months payable under this contract is 10 months.
