Background

The Somalia National Bureau Of Statistics (SNBS) is the mandated agency responsible for collecting, processing, and disseminating official statistics in Somalia. As part of our commitment to transparency and inclusivity, SNBS aims to enhance public statistics literacy, improve user satisfaction, and increase stakeholder absorption of public data.

Statistics are an important tool in the development-policymaking processes of countries and regional organizations. They are needed for assessing the current development situation, setting objectives and targets for the future and measuring progress and development. However, a substantial gap still exists between the demand for information and the ability of the Country to routinely provide it. The National Bureau of Statistics (SNBS) is keen on coordinating with government institutions, developing partners and other relevant agencies in an effort to share statistical information and development priorities at all levels in a more coherent and organized manners.

Thus, there is an urgent need to hire a Communications Specialist for the compilation, analytical report writing and dissemination of statistics data in order to bring out facts to the decision makers. The Communications and research Consultant shall provide technical expertise to the NBS team in capacity building on knowledge management, particularly in the development of a strategic communications plan, development of information sharing mechanism on different target groups, including research, data interpretation, layout and publication of monthly and annual reports etc.

The communication specialist will also develop a comprehensive communication framework to design and deliver a coherent strategic and differentiated communications and marketing strategy, reaching out to multiple levels of target audience. Encouraging and coalescing key institutions and stakeholders to work towards a shared vision of promoting data collection and national statistical system.

To achieve these objectives, SNBS is seeking a highly motivated and skilled Communication Specialist to lead strategic communication initiatives and advocacy campaigns. The specialist will play a crucial role in promoting the use of official statistics, engaging with stakeholders, and enhancing the visibility and credibility of SNBS as a reliable source of statistical information.

Objectives, Scope of Work and Deliverables

Goal and Objectives

The Communication and Advocacy Specialist will be responsible for the following key objectives:

a) Develop and implement a comprehensive communication and advocacy strategy to promote public statistics literacy.
b) Enhance user satisfaction through the development of user-friendly communication materials and accessible data presentation methods.
c) Strengthen stakeholder engagement and absorption of public data by conducting targeted outreach and awareness campaigns.

Responsibilities

The Communication and Advocacy Specialist’s primary responsibilities include, but are not limited to:

Communication Strategy Development:

  • Conduct a thorough assessment of current communication practices and identify areas for improvement.
  • Review and refine the draft communication strategy and finalise it into a detailed communication strategy aligned with SNBS’s objectives and priorities.
  • Formulate key messages and create compelling content to effectively communicate statistical information to various audiences.

Advocacy and Stakeholder Engagement:

  • Identify and establish partnerships with key stakeholders, including government agencies, civil society organizations, and media outlets.
  • Organize workshops, seminars, and other events to raise awareness and promote the use of statistical data.
  • Advocate for the importance of data-driven decision-making and evidence-based policies.

Public Statistics Literacy:

  • Design and implement public awareness campaigns to enhance public understanding of statistical concepts and data interpretation.
  • Create educational materials, infographics, and interactive tools to make statistical information more accessible to the general public.

User Satisfaction Improvement:

  • Conduct user surveys and feedback analysis to identify areas of improvement in data dissemination and accessibility.
  • Collaborate with relevant teams to develop user-friendly platforms and data visualization tools.

Deliverables

  • Review and distil complex information into friendly language
  • Conduct desk research on pre-defined issues
  • Develop key messages, press releases and media pitch materials
  • Write monthly, quarterly and annual reports

Qualifications and Professional Experience

  • A minimum of a Master’s degree or equivalent in communications, journalism, public relations, social sciences, international relations, or related field.
  • A minimum of 7 years of experience with a proven professional record in working in the field of media and communications;
  • Experience in the usage of media technology, social media for public information, advocacy and good knowledge and experience in handling a web-based management
  • system.
  • Proven ability to develop and implement effective communications and analytical report writing;
  • Advanced knowledge of qualitative research methods, and data analysis techniques;
  • Excellent analytical skills
  • Proven ability to position issues effectively, both orally and in writing;
  • Excellency in Somali and English (written and oral) is mandatory.

Language Requirements:

  • Excellent oral, written and verbal English and Somali language skills.

Background

Somalia is preparing its Voluntary National Review (VNR) as part of its commitment to the 2030 Agenda for Sustainable Development. The VNR process provides an opportunity to assess national progress, identify implementation gaps, strengthen coordination, and enhance evidence-based policy dialogue around the Sustainable Development Goals (SDGs).

Through the PIP – Strengthening SDG Statistics Data Performance, Coordination and Reporting in Somalia project, SNBS is leading efforts to strengthen SDG reporting systems, support thematic statistical analysis, and coordinate preparation of Somalia’s VNR.

The VNR Drafting Consultant will support the drafting, consolidation, and technical review of the national VNR report and related analytical outputs.

Objective of the Assignment

The objective of the consultancy is to support the preparation of a high-quality, evidence-based, and nationally owned Voluntary National Review report aligned with UN guidelines and Somalia’s national development priorities.

Scope of Work

The Consultant will undertake the following responsibilities:

Key Responsibilities

  • Support drafting and consolidation of Somalia’s VNR report.
  • Review and synthesize sector inputs, statistical data, thematic studies, and policy documents relevant to SDG reporting.
  • Support alignment of the VNR with UN reporting guidance and international reporting standards.
  • Coordinate technical inputs from government institutions, SNBS departments, Federal Member States, UN agencies, and development partners.
  • Assist in integrating SDG indicators, statistical analysis, and narrative reporting into the VNR.
  • Support drafting of thematic chapters, executive summaries, analytical sections, and policy recommendations.
  • Participate in technical consultations, validation workshops, and review sessions.
  • Support the preparation of presentation materials, briefing notes, and dissemination products linked to the VNR process.

Required Qualifications and Experience

Education

  • Minimum of 5 years of relevant professional experience in policy analysis, development reporting, SDG reporting, research, or strategic planning.
  • Demonstrated experience drafting analytical reports, national strategies, or UN-related reporting documents.
  • Strong understanding of the Sustainable Development Goals and Agenda 2030.
  • Experience working with government institutions, national statistical systems, or development partners is highly desirable.
  • Familiarity with Somalia’s development and governance context is an advantage.

Background

As part of Somalia’s ongoing efforts to strengthen SDG reporting and finalize preparations for the national Voluntary National Review (VNR), SNBS requires short-term technical drafting support to assist with finalization, refinement, editing, and consolidation of the VNR process and associated outputs.

The consultancy will support the VNR process, including integration of stakeholder feedback, technical editing, validation support, and preparation of final dissemination materials.

Objective of the Assignment

The objective of the consultancy is to support Somalia’s SDG reporting and Voluntary National Review (VNR) process through technical drafting, coordination, and reporting support.

Scope of Work

The Consultant will undertake the following tasks:

Background

The United Nations set the framework of Sustainable Development Goals as Goals, Targets and Indicators to achieve the 2030 Agenda for Sustainable Development adopted by member countries. All stakeholders around the World try their best to achieve the Agenda, especially National Statistical Offices take a role related to the indicators by providing timely

and accurate data to custodian agencies. To fulfil these requirements National Statistical Bureue have attained setting up a National Reporting Platform( Goal Tracker 2.0) which is an open  Platform, Anyone can access and reuse for national plannings.

In 2022, Somalia presented its first Voluntary National Review (VNR), reaffirming its commitment to the Sustainable Development Goals (SDGs). After seven years of implementing the 2030 Agenda, our efforts led to a 41.7% per cent coverage of overall SDG indicators. Of the Tier 1 indicators, there is currently a data coverage of 54.4 % of all applicable indicators. The current data coverage of Tier 2 indicators only stands at 21.4 %. As we approach the Second VNR scheduled for 2025, our goal is to achieve 100% coverage for Tier 1 SDG indicators and 50% for Tier 2 indicators. To accomplish this ambitious objective, we seek collaboration with various UN agencies as custodians of specific SDGs.

In 2023, SNBS carried out a rapid assessment of the feasibility of filling current Tier 1 data gaps based on a methodology developed by the UN Statistics Division (UNSD) in 2018. A score was assigned to each global indicator with regards to its availability and feasibility in a 3–5-year period. The score for each indicator was influenced mainly by two factors: the current and potential statistical capacity of the country in tracking such indicators; and the availability and dependency of external resources to produce the indicators.

To achieve evidence-based planning and improve statistical performance, qualified Data Analysts are essential. They will process, clean, and analyze data across priority sectors, generating insights that inform national reporting, policy design, and monitoring frameworks. Their expertise will support the production of timely, credible, and policy-relevant statistics.

Objectives

Filling the data gaps it is crucial to prepare the second Voluntary National Review to make possible the sharing of experiences, including successes, challenges, and lessons learned, to accelerate the implementation of the 2030 Agenda.

They are most meaningful when they involve an inclusive, participatory, transparent, and thorough review process at the national and sub-national levels, are evidence-based, produce tangible lessons and solutions, and are followed by concrete action and collaboration that drives SDG implementation. Consequently, based on that, SNBS seeks the services of experts to implement the process of in-depth reviews and serve as a Data Analyst Assistance to analyze the SDG data.

Roles and Responsibilities Include

  • Map the all SDGs with available indicators, indicators with data available, and the coverage.
  • Collect the missing data in the SDG template prepared by the SNBS team.
  • Using automated tools to extract data from primary and secondary sources.
  • Removing corrupted data and fixing coding errors and related problems.
  • Developing and maintaining databases, data systems – reorganizing data in a readable format.
  • Performing analysis to assess quality and meaning of data.
  • Filter Data by reviewing reports and performance indicators to identify and correct code problems.
  • Using statistical tools to identify, analyze, and interpret patterns and trends in SDG data sets that could be helpful for the diagnosis and prediction.
  • Analyzing the national data and produce reliable data.
  • Preparing reports for the management stating trends, patterns, and predictions using relevant data.
  • Preparing final analysis reports for the stakeholders to understand the SDG data, enabling them to take important decisions based on various facts and trends.
  • Train the government institutions in data analysis.
  • Review the available data and correct the indicators if any.
  • Help the report writer to interprete the tables.

Required Skills and Experience

Education:

Scope of Work

Under the overall supervision of the SDG project coordinator, the Stakeholder Engagement Officer will undertake the following responsibilities:

  • Support the planning and implementation of stakeholder engagement activities related to SDG coordination and VNR preparation.
  • Coordinate consultations with Federal Government institutions, Federal Member States, UN agencies, development partners, civil society organizations, academia, and sector data producers.
  • Facilitate communication and follow-up between SNBS and participating institutions on data requests, consultations, validation exercises, and reporting processes.
  • Support the organization of workshops, technical meetings, consultations, and dissemination events.
  • Prepare meeting agendas, briefing notes, minutes, attendance records, and follow-up action points.
