Background

The Somali National Bureau of Statistics (SNBS), with support from UNDP, is implementing the project “Strengthening SDG Statistics Data Performance, Coordination and Reporting in Somalia.” The initiative seeks to strengthen Somalia’s institutional and technical capacity to support SDG coordination, reporting, thematic statistical analysis, and preparation of Somalia’s Voluntary National Review (VNR).

Given the multi-sectoral nature of SDG reporting and statistical coordination, effective engagement with government institutions, Federal Member States, development partners, civil society organizations, academia, and other data producers is essential to ensure inclusive participation, ownership, and alignment across the national statistical system.

The Stakeholder Engagement Officer will support coordination and consultation processes linked to SDG data collection, VNR preparation, thematic studies, dissemination activities, and broader engagement around national statistical priorities.

Objective of the Assignment

The objective of the assignment is to support structured stakeholder coordination and engagement processes that strengthen collaboration between SNBS, sector ministries, Federal Member States, UN agencies, civil society actors, and development partners involved in SDG reporting and statistical development.

Scope of Work

Under the overall supervision of the SDG project coordinator, the Stakeholder Engagement Officer will undertake the following responsibilities:

Key Responsibilities

  • Support the planning and implementation of stakeholder engagement activities related to SDG coordination and VNR preparation.
  • Coordinate consultations with Federal Government institutions, Federal Member States, UN agencies, development partners, civil society organizations, academia, and sector data producers.
  • Facilitate communication and follow-up between SNBS and participating institutions on data requests, consultations, validation exercises, and reporting processes.
  • Support the organization of workshops, technical meetings, consultations, and dissemination events.
  • Prepare meeting agendas, briefing notes, minutes, attendance records, and follow-up action points.
  • Maintain a stakeholder mapping database and engagement tracker for the project.
  • Support coordination with administrative data producers to improve data-sharing and reporting processes.
  • Contribute to awareness and visibility efforts related to SDG reporting and statistical development.
  • Support inclusive participation of women, youth, persons with disabilities, marginalized groups, and internally displaced communities in engagement processes where relevant.
  • Assist in coordinating dissemination outputs linked to the VNR and thematic statistical reports.
  • Support documentation of lessons learned, stakeholder feedback, and engagement outcomes.

The Stakeholder Engagement Officer will be expected to deliver:

  • Stakeholder engagement and consultation tracker.
  • Consultation schedules and coordination plans.
  • Meeting reports, attendance records, and minutes.
  • Stakeholder mapping database.
  • Progress updates on engagement activities.
  • Documentation and coordination support for VNR consultations and dissemination activities.
  • Final assignment report summarizing activities undertaken and key outcomes achieved.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Public Administration, Development Studies, Political Science, Statistics, International Relations, Social Sciences, or related field.

Experience

  • Minimum of 3 years of relevant professional experience in stakeholder coordination, project implementation, governance, development programming, or public sector engagement.
  • Demonstrated experience coordinating consultations and workshops involving government institutions and development partners.
  • Familiarity with Somalia’s federal governance context and institutional landscape.
  • Experience working with national institutions, UN agencies, or development partners is an advantage.

Competencies

  • Strong coordination and interpersonal skills.
  • Excellent written and verbal communication skills.
  • Ability to work with diverse stakeholders in a politically and institutionally sensitive environment.
  • Strong organizational and reporting skills.
  • Fluency in English and Somali required.
