Background of the project
The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The proposed project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
Responsibilities
The Consultant is expected to develop engagement plan and coordinate the consultation with stakeholders of relevant MDAs in the development of the NTP for economic development pillar. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR). Selection criteria
The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Master’s degree in economics, Development Studies, Statistics, Public Administration, or related field. A postgraduate degree in economics is desirable.
- At least 7 years’ work experience in designing, developing, and implementing economic research, Monitoring and Evaluation framework/systems or country level economic development assignments with Federal Government and Federal Member States
- Proven experience in data collection, data analysis and report writing relating to economic development, project policies and action plans at sector or national levels and knowledge of NDP-9 (2020-2024) or previous NDPs.
- Previous experience in working in Somalia/Horn of Africa with good knowledge political and geographical context of Somalia.
Reporting
The consultant will report to the Planning Director. The report will include oral-debriefings and provide work-plans, timesheets and elaboration of progress of their work and deliverable on agreed basis as it will elaborate in the consultants’ contract.
Duration of assignment
The assignment is estimated to last 120 working days over a six-month period.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
