Governance Statistics Report 2023

Governance statistics play a crucial role in fostering inclusive, transparent, and accountable connections between the government and its citizens in Somalia. Governance issues are embedded in the Somalia National Development Plan (NDP-9) and in the measurement of progress towards achieving the set targets of national development priorities. Specifically, under Pillar One Inclusive and Accountable Politics and Pillar two Security and Rule of Law. In fact, fifty percent of the Pillars data within the NDP-9 (two out four pillars) derive from Governance Statistics.

Further, international, and regional development frameworks should also be monitored during the period of the NDP-9, specifically SDG 16 Peace, Justice and Strong Institutions and the World Banks and AfDB’s more contextual Country Policy Institutional Assessment (CPIA), which Somalia has been a part of since 2019. Monitoring and reporting on these national, regional, and international Governance Statistics frameworks are essential for achieving the 2030 Sustainable Development Agenda.

ASSESSING PROGRESS INIMPLEMENTING THE ICPDPROGRAMME OF ACTION

First National Review Report (2018-2022)

The ICPD Progress Review Report for Somalia, the first of its kind, provides an overview of the country’s progress in implementing the commitments made at the 1994 International Conference on Population and Development (ICPD) for the period 2018-2022. The report assesses the achievements, challenges, and gaps in fulfilling the goals of the ICPD Programme of Action (PoA), particularly in the areas of sexual and reproductive health and rights (SRHR), gender equality, and empowerment of women and girls as well as international cooperation and partnerships.

The report also highlights the efforts made by the Somali government and its partners in advancing the ICPD agenda and addressing the specific needs of women, youth, and vulnerable populations. It outlines the policies, strategies, and interventions implemented in the areas of sexual and reproductive health, birth spacing, prevention and response to gender-based violence, education, and economic empowerment.

The ICPD Progress Review Report for Somalia is a valuable tool for policymakers, civil society organizations, and development partners to monitor progress, identify gaps, and prioritize actions to accelerate the achievement of the ICPD goals in Somalia. It contributes to strengthening accountability and transparency in the implementation of the ICPD Programme of Action and the Sustainable Development Goals (SDGs) related to SRHR, human rights and gender equality. The report forms a baseline review of the ICPD related efforts and interventions and is a valuable tool for informing the future progress of the country in reviewing the interrelationships between population and development.

SOMALIA INTEGRATED HOUSEHOLD BUDGET SURVEY (SIHBS) 2022

The Somalia National Bureau of Statistics (SNBS) conducted the first Somalia Integrated Household Budget Survey (SIHBS—2022) since 1985. Data collected through the SIHBS will be used to improve the Gross Domestic Product (GDP) estimates and for the compilation of the commodity basket and commodity weightings used in the construction of a new Consumer Price Index (CPI). Collection of consumer price data is critical for inflation measurement. Furthermore, the survey will serve as a baseline for a rapid monitoring system.

SOMALIA’S FIRST VNR REPORT LAUNCH 2020, 2 JULY 2O22

The Federal Government of Somalia (FGS) is privileged to present its first submission of the Voluntary National Review (VNR) report. Under the leadership and coordination of the Somalia National Bureau of Statistics (SNBS), the compilation of the VNR report followed an inclusive and participatory consultative process involving active contributions from civil society, women and youth groups, the private sector and the Federal level and Federal Member States’ (FMS) representatives. All contributions have been incorporated into the report. SNBS would also like to acknowledge and thank UNDP and the Swiss Agency for Development and Cooperation for their support to Somalia’s VNR process.

As Somalia continues to emerge from decades of civil strife, which has transformed society, the country has in the past decade been on an upward trajectory towards lasting stability and sustainable development. However, Somalia is still vulnerable to a myriad of domestic and global challenges, including Covid-19 and climate- related shocks, which have had adverse effects on livelihoods and displaced thousands. This has exacerbated poverty and inequality, thus decelerating the attainment of the Sustainable Development Goals (SDGs).

Despite these challenges, the submission of this year’s VNR is a clear attestation of Somalia’s strong efforts towards undertaking multi-sectoral reforms and its commitment to the realization of the Agenda 2030 for Sustainable Development as envisioned by the United Nations General Assembly in 2015. The 2022 VNR report has provided Somalia with a perfect opportunity to gauge progress against the Goals, share contextual challenges and experiences, and draw pertinent lessons, which were presented to UN member countries at a High-Level Political Forum meeting in July 2022.
