Background of the project  

The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project.  The proposed project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.

Responsibilities

The Consultant is expected to develop engagement plan and coordinate the consultation with stakeholders of relevant MDAs in the development of the TNP for cross-cutting sectors. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR). Selection criteria

The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: 

  • Master’s international relations & diplomacy, business administration, Development Studies, Health, Development Studies, Statistics, Public Administration, Public Policy.
  • At least 7 years work experience in designing, developing, and implementing economic research, Monitoring and Evaluation framework/systems or country level economic development assignments with Federal Government and Federal Member States.
  • Proven experience in data collection, data analysis and report writing relating to economic development, project policies and action plans at sector or national levels and knowledge of NDP-9 (2020-2024) or previous NDPs.
  • Previous experience in working in Somalia/Horn of Africa with good knowledge political and geographical context of Somalia.

Reporting 

The consultant will report to the Planning Director. The report will include oral-debriefings and provide work-plans, timesheets and elaboration of progress of their work and deliverable on agreed basis (as it will elaborate in the consultants’ contract). 

Duration of assignment 

The assignment is estimated to last 120 working days over a six-month period.

The Federal Government of Somalia -FGS, through the Somalia National Bureau of Statistics -SNBS, has received financing from the World Bank toward the implementation of Somali Integrated Statistics and Economic Capacity Building -SISECB Project.

The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. Specifically, the project aims at: -1 Strengthening the national statistics system; -2 Strengthening monitoring and evaluation capacity; and -3 Building economic policy analysis and economic planning capacity. The proposed project will be funded jointly by the World Bank and other development partners.

In response to these challenges, the Office of the Prime Minister is seeking a qualified consulting firm to design and deliver a transformative Human Capital Development (HCD) Strategy. Besides the NTP, the HCD Strategy will also be rooted in the country’s broader aspirations encapsulated in the Centennial Vision 2060 (CV2060). This strategy is essential for ensuring adequate policy coherence and coordination between critical sectors such as education, healthcare, and social protection to deliver maximum results. Additionally, the strategy will emphasize a clear focus on women and girls, ensuring that policies are tailored to address their specific needs and promote gender equity. It will serve as a cornerstone for Somalia’s long-term growth, enabling the nation to maximize its human capital and achieve sustainable development. The SNBS now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows:

  1. Core business of the firm and at least 10 years in business. (general experience in designing and developing strategies like HCD Strategy, particularly in Somalia and/or similar regional contexts).
  • Experience of conducting similar assignments (at least 3 years’ specific experience in developing large-scale strategies like HCD in developing or fragile states). Experience in World Bank financed assignments of similar nature will be an added advantage. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  • Experience of relevant services in an environment similar to that of Somalia; and
  • The technical and managerial organization of the firm. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

UPDATE ON FOOD AND NUTRITION SECURITY CRISIS RISKS JULY 2024 – REPORT #1

The Joint Monitoring Report (JMR) for Somalia, which uses data up to April 2024 and statistical modeling to highlight food and nutrition security risks at the district level, recorded 56 critical and 56 heightened risk alerts1 in April and estimated that 620,000 people (3.31% of the population) lived in areas at risk of deteriorating into Emergency (IPC Phase 4) or worse food insecurity conditions across several regions.

The five regions with the highest risk of experiencing food and nutrition security deterioration were Galgaduud, Gedo, Sanaag, Togdheer, and Woqooyi Galbeed. The ten districts with the highest risk were Beledxaawo, Berbera, Cabudwagg, Ceel Afweyn, Ceel Buur, Ceeriggabo, Doolow, Garbahaarrey, Hargeysa, and Lasqorey.

Somalia Gross Domestic Product (GDP) 2023

The annual Gross Domestic Product (GDP) statistics are key indicators of Somalia’s economy and its growth in recent years, providing estimates of expenditure levels and growth across the economy. Much effort has been made to secure new sources of data and improve the quality of data from existing sources, the estimates presented in this report were compiled to the best extent in accordance with the System of National Accounts, (SNA 2008). The 2008 SNA is the internationally agreed standard set of recommendations to compile measures of economic activity in accordance with strict accounting conventions based on economic principles. The accounting framework of the SNA allows economic data to be compiled and presented in a format that is designed for purposes of economic analysis, decision-making, policy formulation, and international comparisons using standard definitions and classifications.

The use of the expenditure approach in the constant 2022 prices dataset is one of the first steps towards transforming the data collected via the Somalia Integrated Household Budget Survey. The National Accounts estimate in this report summarizes the latest economic developments of 2023. This publication shows time series data of 2018-2023. The base year for the Somalia’s National Accounts have been updated from 2017 to 2022.
